Amit Shah Proposes Digital Census and Unified ID Card

Home Minister Amit Shah put forward a vision of using digital technology to transform Census data collection using a mobile app in 2021. He further mooted an idea of having a universal multipurpose ID card for citizens to replace PAN card, Aadhar card, voter ID, driving license and so on.


Crux of the Matter


  1. The govt has allocated Rs 12,000 crore for the 2021 census and National Population Register (NPR).

  2. All previous censuses in India have been carried out through traditional paperwork. The govt plans to streamline this process using digital technology.

  3. A streamlined and efficient census would lay the groundwork for implementation of the NPR.

  4. The NPR has the potential to combine and consolidate the functionalities of the plethora of identification cards that Indian citizens require today.

2011 Census of India – The 15th Indian Census was conducted in two phases, house listing and population enumeration. House listing phase began on 1 April 2010 and involved collection of information about all buildings. The second population enumeration phase was conducted between 9 and 28 February 2011. Census has been conducted in India since 1872 and 2011 marks the first time biometric information was collected. According to the provisional reports released on 31 March 2011, the Indian population increased to 1.21 billion with a decadal growth of 17.70%.
