Cabinet Approves Rs. 3941 Crores For National Population Register

On December 24 the central cabinet approved Rs.8,700 crores for the 2021 Census and Rs. 3,941.5 crores for the National Population Register (NPR) which will be conducted between April 2020 to September 2020.


Crux of the Matter


  1. The NPR that contains only demographic information will be carried out under the Registrar General and ex-Officio Census Commissioner of the country.

  2. NPR will create a comprehensive database containing particulars of the identity of every ‘usual resident’ in the country.

  3. NPR contains a list of all residents who have lived in a locality for at least the last six months and plans to stay in that area for the next six months or more.

  4. The NPR will be carried out for all states and Union Territories except Assam. This exercise has previously been conducted in 2010 and 2015.

  5. The exercise is a routine process which helps to improve the delivery of benefits from the government’s various welfare schemes.

  6. Union Minister Prakash Javadekar clarified that there is no link between the National Population Register (NPR) and the National Register of Citizens (NRC) and all the states have already notified it.

  7. Home Minister Amit Shah said in a statement, “Any respondent will not be required to produce any document. NPR information will be self-attested, that is, whatever information is provided by the respondent will be deemed correct and no documents or biometric would be required.”

The National Population Register is a record of the usual residents of the country. The household schedule contains 9 questions including Name of the person and resident status; Name of the person as should appear in the population register; Relationship to the head; Gender; Date of birth; Marital status; Educational qualification; Occupation/Activity; Names of father, mother and spouse. Once the information was collected and digitised, fingerprints were taken and photos collected. The 15th Indian Census in 2011 was conducted in two phases, house listing and population enumeration.
