Karnataka government issued an amendment to the Karnataka Industrial Employment (Standing Orders) Rules 1961. The amendment instructs industries and factories to give priority to Kannadigas – Kannada locals – for the type C and D jobs that include shop floor and clerical work.
Crux of the Matter
The move comes amid the uproar of the Kannada activists to provide job reservation to locals.
The amendment does not mandate the reservation and also does not state any penalize on failing to do so. However, it does empower the state to intervene in case industries do not abide by it.
The amendment outlines the updated eligibility for domicile: individuals who have resided in Karnataka for not less than 15 years and who have the requisite educations, skill, and most importantly the ability to talk, read, and write Kannada.
The amendment also comes along the revelation that most of the victims of industrial accidents, around 72%, have been non-Kannadigas because they are not able to communicate in Kannada properly.
Another criticism of the amendment is that it does not mention Sarojini Mahishi‘s efforts or the report that sought job reservation of the locals in the majority of the sectors.
