Nanavati Commission gives clean chit to PM Modi in 2002 Gujarat Riots

The Nanavati Commission report on the 2002 Gujarat riots was tabled in the state Legislative Assembly on December 11 which has given a clean chit to the former CM Narendra Modi and his ministers in the involvement in the instigation of the riots.


Crux of the Matter


  1. MoS for Home Pradeepsinh Jadeja tabled the final report which was submitted to the then CM Anandiben Patel in 2014.

  2. The Commission was appointed after the riots by the Gujarat Government in March 2002 by the then Gujarat CM Narendra Modi.

  3. The commission consisted of Retired Justices G T Nanavati & Akshay Mehta. The report is made up of over 1,500 pages and is compiled in 9 volumes.

  4. Nanavati Commission did not find any evidence to show that the attacks were instigated by any minister of the state.

  5. The report suggests that the police at some places were ineffective in controlling the mob because of their inadequate numbers.

  6. The panel reports that the post-Godhra riots in Gujarat were ‘not a pre-planned conspiracy or orchestrated violence‘.

  7. The commission also dismissed the evidence and testimonies given by three former IPS officers RB Sreekumar, Rahul Sharma, and Sanjiv Bhatt against the Gujarat government. A departmental inquiry has been recommended against them by the MoS.

The 2002 Gujarat riot was a three-day period of inter-communal violence in the state of Gujarat. Following the initial incident, there were further outbreaks of violence in Ahmedabad for three months; statewide, there were further outbreaks of violence against the minority Muslim population for the next year. The burning of a train in Godhra on 27 February 2002, which caused the deaths of 58 Hindu pilgrims kar sevaks returning from Ayodhya, is cited as having instigated the violence. Following the attack on the train, the Vishva Hindu Parishad (VHP) had called for a statewide bandh. According to official figures, the riots ended with 1,044 dead, 223 missing, and 2,500 injured. Of the dead, 790 were Muslim and 254 Hindu. Many brutal killings and rapes were reported on as well as widespread looting and destruction of property.
