The Union Cabinet has given a nod to India’s stance on climate change at the upcoming Conference of Parties (COP) to be held in Spain. Guidelines of the United Nations Framework Convention on Climate Change (UNFCCC) and the Equity and Common But Differentiated Responsibilities and Respective Capability (CBDR-RC) will guide India’s stance.
Crux of the Matter
India’s Environment Minister Prakash Javadekar will be the Indian delegate at the 25th COP scheduled in Spain from 2-13 December 2019.
India’s emphasis would be to ask the developed nations to reach their target commitments of pre-2020. It will also insist countries on not letting the pre-2020 commitment gaps affect post-2020 commitments of the Paris Agreement.
India has been at the front for achieving higher capacities of solar power energy with the assistance of the International Solar Alliance (ISA). Other benchmark initiatives of India include Coalition for Disaster Resilient Infrastructure and Leadership Group for Industry Transition.
India’s position at the front will allow it to ask developed nations to optimally utilize the $100 bn per annum budget constructively in minimizing the target gaps.

The UNFCCC‘s objective is to “stabilize greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system”. The perceived lack of progress of the UNFCCC has also led some countries to seek and focus on alternative high-value activities like the creation of the Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants which seeks to regulate short-lived pollutants such as methane, black carbon and hydrofluorocarbons (HFCs), which together are believed to account for up to 1/3 of current global warming but whose regulation is not as fraught with wide economic impacts and opposition.
