
Road Transport and Highways Minister, Nitin Gadkari, issued a statement reinforcing the legality of the digital documents required to be carried under the Motor Vehicles Act. Digital documents recorded in the Digilocker and the mParivahan application are considered valid.
Crux of the Matter
Minister Gadkari also stated that under MVA, 1988, the State Government is allowed to compound the penalty for offences through a notification in the official gazette.
The Government issued a notice amending Rule 139 of the MVA, 1989. The amendment assured the legality of presenting the driving license, certificate of registration, insurance, pollution under control certificate, permits, et al. to the enforcement in a digital form.
It advised the enforcement agencies of all the States and the UTs to accept all such documents in an electronic form in the mobile application of Digilocker and mParivahan.
The Ministry said that it also received several complaints from the citizens, who said that the enforcement agencies did not accept the digital documents.
